Do this: at the alternator, unplug the SMALL wire that is marked "F" or "Field", ( this is to keep the voltage down when the engine is running). Next, run a jumper wire from the battery + to the coil +, and attempt to start engine. If engine starts and runs, then you have a bad circuit from your ignition switch "run" terminal to the input side of your dual ballast resister. Repair or replace wiring and/or switch as needed. You'll have to pull the jumper wire off of the battery terminal to kill the engine.
