Thanks. I'm thinking it is a broken ground wire.
I guess I will bring out a snake and try to somehow fish another wire to it.
I try and buy one of those toner/tracker devices to see if I can trace the wire. I also would like to get to the back of the breaker panel but have not idea how to do that.
