I HAVE A 66 GILLIG MODEL 743D-15 THAT IS EQUIPPED WITH A CLUTCH BRAKE. EVERY TIME I APPLY THE BRAKES THE REAR BRAKES LOCK UP. IS THERE ANY WAY TO DISABLE THE CLUTCH BRAKE?
