Check crimped, rusted flex cable going to drum...pwr to servo not activating?...Are your air brakes all releasing?

I have a '95 GMC topkick that for some unexplainable reason the parking brakes will not engage. The brakes work perfectly during any other usage. How do I go about figuring out what the problem is and correcting it? Thank you for your time and thoughtfulness.
