Joe most of those vacuum boosters work by putting a vacuum on both sides of a large diaphram, then when you press on the brake pedal it allows air into one side to assist with pressure to apply the brakes.If you are losing vacuum it will slowly apply the brakes.Don't know your set up but could you lash up a temporary vacuum gage and see whats going on with the vacuum.
