Can you tell if all wheels are locking up or just the tag.??What I would do is take it for a short trip and before any lock up,stop and feel all the hubs and see how hot thay are.If you have made a few stops ok if all hubs are warm.Then see if any one wheel feels much hotter than the others.Were the brake hoses changed,sometimes they start coming apart inside and won't let fluid back to the master causing brakes to get hot and lock up.From your post sounds like just the tag axle is locking up.Was the system flushed with new fluid.?Try the heat test first and may give you a clue to whats going on.
