94' Suburban w/ electric brake controller confirmed fine. Problem is when I hookup to 94'Terry trailer. Electric brakes engage and work fine normally. Except for a) they engage when I turn on my headlights and b) they engage when I put truck into REVERSE.
As long as I drive during the day and forward, I'm good.
My best guess is you have a bad ground for one of your tail/brake/signal lights. I am suprised that they dont come on when you signal but that may be due to how the signal lights are wired in the truck. The bad ground will back feed power to the brake light trigger on the brake control, it may be such a small amount of juce it wont even turn the tail light windings on but still enough to trigger the brake control. I tried fixing my sisters similar pick up and after an hour of coroded frames and coroded wire I gave up and ran new wires to a ground in the signal light area inside the box with a self drilling screw. Ahhhrerggg Good Luck
