There's barely a handwidth of space between the actuator motor and the back of the radio. If you can get your hand in there and don't mind the tight space, then you don't need to remove the radio. It's impossible for me, so the radio always comes out.
compressed air isn't as effective at flushing a heater core as water is. As long as you don't pressurize the heater core beyond 15psi, you won't do any damage to the heater core.
wiring the actuator open is a great idea...in the winter time. It's a miserable idea in the summertime. I wouldn't recommend something that hack.
