There are two relays under the dash. one of them chatters all the time the other is quiet.. any idea what the problem is, i changed the relays and even with a new on it chatters...

Relays usually chatter because the load of whatever they are controlling pulls the available voltage low, releases the contacts, then it is strong enough again to close them and repeats endlessly. My first guess is your coach batteries are junk.
