	This type of fail is typical of a jammed relief valve in the front pump; I'd recommend replacing the pump for a few reasons: Whatever is jamming the relief valve has probably damaged the port itself and the sealing surfaces may have been warped or cracked from the over pressure. You'd be doing yourself a favor if you'd check and or replace the governor as well. Hope that helps!
