I have a Kohler mod. 4.5 ckm21-rv, s/n 129124, spec. 10111A. The gov. will not govern. The eng. will run wide open if I do not manually hold the gov. Oil level is full. Eng. runs smooth while holding down the RPM'S. What is up?
