I think that I would lubricate the shaft with oil at each end of the fan motor and see if some could find its way into the bushings/bearings. If there is a place for oiling, I would oil there (sometimes there are small slits which have the bottom formed outward for oiling). The motor would be mounted with those up from the shaft. When you apply power to the motor and it doesn't start, can you hear anything at the motor? You say it is "stiff" and chances are lubrication will work.
