Hi Randy, Sorry to say... but this is a pretty good indication of a bad cooling unit. If you see anything powdery and yellow, like just above the burner or anywhere, or smell ammonia, it's definitely bad. Or it has a blockage. You can try direct wiring the elec heating element. This bypasses all controls and if you have the same results, replace the cooling unit. Good luck!
