Lots of WD40 and a steel pick to get the tumblers moving. If that doesn't work, you'll need to drill out the lock cylinder. The face is hardened steel, so you'll need to use a cobalt drill bit.
Seized locks are a bear and I've wound up drilling more of them than rescueing them. The trick is to drill a large enough hole to pull all the tumblers out. The WD40 will help you drill, but don't use the drill like a gorilla or the bit will burn up. Keep the bit lubed and cool with the WD40.
